I have my Masters degree in Criminal Justice and Public Safety, I currently work with my county's Sheriffs Office and I couldn't agree with this more! There are many theories that explain this type of occurrence – everything from Maslow’s Hierarchy of Needs Theory to Environmental / Ecological Crime Theory has been linked to these time frame occurrences. Logically one can think that maybe the time frames that are more violent are when people are first breaking out of their winter habits of trying to stay warm and moving out doors more where they aren’t as bottled up or secluded from society. Coming from the law enforcement side it may also be in part that the officers aren’t in their cars as much because the weather is nicer so they may be physically closer to the people that are aggressive. I say this because if you looked statically when officers are in their cars more it is when the heat is excessive (Late June – Early Aug.) and they want the air conditioning. Or when the weather is colder this is typically a longer period (Late Sep – Late Feb.). The hours that violence occurs can also be broken down to reflect the hours more people are at work or sleeping so less likely to commit violent acts. Training should be situational so that it can be properly applied in real world occurrences. So I highly believe it the need for low light training since that is typically the situation that officers are put in when dealing with violence. This type of training is not utilized as often as I feel it should be because most of the training staff within agencies work a 9 to 5pm schedule and they don’t want to take the extra time or they aren’t properly motivated to take that extra time to better the agency.
